Daanish University is an emerging higher education institution in Islamabad, Pakistan, operating independently under a trust. To ensure the prudent management of its Endowment Fund, Daanish University Trust invites proposals from qualified financial institutions to serve as an Investment Advisor for a Separately Managed Account (SMA).

The appointed Investment Advisor will be responsible for capital preservation in real terms, maintaining operational liquidity, achieving long-term returns above inflation, diversifying risks, and strengthening institutional governance. The procurement process is conducted under the Quality and Cost Based Selection (QCBS) method using the Single Stage – Two Envelope Procedure in accordance with PPRA Procurement of Consultancy Services Regulations 2010, Public Procurement Rules 2004, and e-Pak Procurement Regulations 2023.

Terms & Conditions

  • Who May Apply: Asset Management Companies (AMCs) and financial firms licensed by the Securities and Exchange Commission of Pakistan (SECP) with active MUFAP membership.

  • SECP Licensing: Valid SECP license for asset management and investment advisory services.

  • AMC Rating: AMC rating of AM1 or above (PACRA or VIS) with no negative watch or outlook.

  • Operational History: Minimum ten (10) or more years in operation since incorporation.

  • Assets Under Management: Total Assets Under Management (AUM) of at least PKR 250 billion.

  • Track Record: Minimum ten-year track record in money market and income fund management.

  • Mandates Managed: At least 40 institutional, endowment, or SMA mandates currently or previously managed.

  • Regulatory Compliance: Clean regulatory record with no material SECP sanctions within the last five years.

  • Proposal Evaluation: Proposals will be evaluated based on the technical and financial standing of bidders according to the weightage set out in the RFP.

  • Trust Rights: Daanish University Trust reserves the right to accept or reject any or all proposals at any stage of the procurement process without incurring liability to affected bidders.

How to Apply

  1. Download the Request for Proposal (RFP) and associated documents from the PPRA website or the e-Pak Procurement System (EPADS 2.2).

  2. Prepare technical and financial proposals strictly in accordance with the specifications provided in the RFP.

  3. Ensure required documents are included in the submission package:

    • Company profile (legal name, date of incorporation, SECP licence, MUFAP membership, and AMC rating)

    • Total AUM in PKR with client mix (individuals, corporates, pension funds, NGOs, and endowments)

    • Fixed income fund performance for the last ten years ending June 30, 2026

    • Equity fund performance for the last ten years ending June 30, 2026

    • Investment team snapshot (total team size, CFA charter holders, and average experience)

  4. Submit the complete proposals online through EPADS 2.2 before the submission deadline.

Last Date to Apply

Technical and Financial Proposals must be submitted on EPADS 2.2 by 11:00 a.m. on Thursday, September 17, 2026. Technical proposals will be opened publicly on the same day at 11:30 a.m. at Room # 227, 2nd Floor, Block-D, Pak Secretariat, Islamabad, in the presence of bidders or their authorized representatives.
