Federal Board of Revenue FBR Jobs 2026 for Advocates (All Pakistan)

The Revenue Division, Federal Board of Revenue (FBR), Government of Pakistan, is inviting applications from qualified and experienced legal professionals for appointment on the Panel of Advocates (Service Law). FBR and its subordinate offices throughout Pakistan are actively engaged in litigation regarding service matters before various legal forums, including the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court, and other judicial/quasi-judicial bodies. To professionalize and strengthen its departmental litigation handling, FBR is constituting a dedicated panel of advocates for representation at FBR Headquarters in Islamabad and its field formations nationwide.

List of Vacancies with Details

1. Panel Advocates (Service Law)

  • Location: FBR Headquarters (Islamabad) and field formations nationwide.

  • Scope of Work / Major Responsibilities:

    • Provide legal opinions, endorsements, and recommendations on matters relating to service law, employment matters, disciplinary proceedings, promotion and seniority disputes, pension matters, terms and conditions of service, constitutional, and administrative law issues concerning FBR and its employees.

    • Appear before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court, and other judicial/quasi-judicial fora under the directions of the department.

    • Prepare para-wise comments, replies, appeals, petitions, applications, and other pleadings for submission before competent fora.

    • Conduct and monitor litigation on behalf of FBR and keep the department informed of all significant developments in pending cases.

    • Convey court/tribunal directions, short orders, orders, judgments, etc., to the department promptly and assist in ensuring timely compliance.

    • Submit reports on case progress (including next hearing dates) in writing and on any digital application developed or deployed by FBR.

    • Assist the department in the formulation of litigation strategy and legal risk assessment in service-related matters.

  • Required Qualification & Eligibility Criteria:

    • Educational Qualification: Bachelor’s or Master’s Degree in Law. (In case the degree is from a foreign university, an HEC equivalence certificate must be submitted).

    • Bar Enrollment: Enrolled with the Bar Council as an Advocate High Court / Supreme Court.

    • Experience:

      • For representation before the High Court and Supreme Court, at least three (03) years’ practice/experience as an Advocate High Court / Supreme Court in service law, constitutional law, administrative law, or related litigation.

      • Preference will be given to advocates having experience in appearing before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, and Federal Constitutional Court in service matters.

    • Special Requirement: Advocates already on the FBR Panel of Advocates for tax matters are also required to submit fresh applications for the Service Law Panel.

    • General Attributes: Possess good reputation, integrity, professional competence, and excellent written/oral communication and presentation skills in English and Urdu.

Terms & Conditions

  • Station Selection: Candidates must apply for one station only (corresponding to their residence/domicile/station of practice). Applications for multiple stations will not be considered.

  • Shortlisting & Call Letters: Interview/call letters to eligible short-listed candidates will be issued in accordance with FBR’s policy regarding the engagement of advocates.

  • Document Verification: Original documents must be produced at the time of the interview.

  • Rejection: Incomplete applications and applications received after the due date will not be entertained.

  • TA/DA: No TA/DA will be admissible for attending the interview.

  • Competent Authority Rights: The Competent Authority reserves the right to increase/decrease the number of Panel Advocates or cancel the hiring process at any stage.

  • Remuneration: Remuneration shall be paid on a case-to-case basis in accordance with FBR’s approved professional fee structure.
