The Pakhtunkhwa Energy Development Organization (PEDO), Government of Khyber Pakhtunkhwa (GoKP), is implementing the Khyber Pakhtunkhwa Hydropower & Renewable Energy Development (KHRE) Program with financial assistance from the World Bank. PEDO invites Expressions of Interest (EOI) from eligible consulting firms to provide institutional strengthening, strategic advisory, implementation support, and capacity development services as Management Support Consultant (MSC).

This World Bank-funded consultancy engagement offers a prestigious project opportunity for qualified consulting firms specializing in power sector reform, institutional restructuring, and governance frameworks in Peshawar.

• Management Support Consultant (MSC) — Consulting Firm Selection

  • Scope of Services: Institutional review and organizational restructuring; Human Resource Management (HRM) framework development; financial management, budgeting, and investment planning; tariff, commercial, and regulatory advisory; procurement and contract management strengthening; ERP and PMIS advisory; legal and regulatory framework support; capacity building and change management.

  • Assignment Duration & Location: At least 1.5 years based at PEDO Headquarters, Peshawar, with travel to project sites as required.

  • Shortlisting Criteria:

    • Minimum 10 years of relevant experience in public-sector institutional reforms, organizational strengthening, and power sector advisory.

    • Successful completion of at least 3 similar assignments in the last 10 years, preferably in power and renewable energy sectors.

    • Proven experience in donor-funded projects (World Bank or international development partners).

    • Experience in developing countries and strong knowledge of Pakistan's power sector regulatory environment.

    • Availability of qualified multidisciplinary experts (Key Experts are not evaluated at shortlisting stage).

Terms & Conditions

• Selection Method: A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method outlined in the World Bank Procurement Regulations for IPF Borrowers.

• Association / Joint Venture: Consultants may associate with other firms to enhance qualifications, clearly specifying whether as a joint venture or sub-consultancy. In a joint venture, all partners are jointly and severally liable.

• Conflict of Interest: Attention is drawn to the World Bank Procurement Regulations regarding conflict-of-interest provisions.

• TORs Access: Detailed Terms of Reference (TORs) can be obtained from the PMO office during office hours (09:00 to 17:00 hrs, Mon–Fri) or downloaded from https://pedokp.gov.pk.
