Ministry of Energy Power Division Jobs 2026 for Procurement / Contract Specialist

The Ministry of Energy (Power Division), Government of Pakistan, is implementing the Electricity Distribution Efficiency Improvement Project (EDEIP) with financial assistance from the World Bank under IBRD:93180 to achieve affordable electricity, energy security, and sustainability. The Program Implementing Unit (PIU) intends to hire an Individual Consultant to manage and oversee all procurement and contract management functions under EDEIP Component-IV on a purely contractual basis, ensuring compliance with World Bank Procurement Regulations and government rules.

    • Qualification Requirements:

      • Master's degree in Business Administration, Supply Chain Management, Finance, Management Sciences, Engineering, or a related discipline from an HEC-recognized University or Foreign institution.

      • Additional weightage will be given to candidates with procurement-related qualifications, certifications, diplomas, or professional training from reputable local or international institutions.

      • Proficiency in MS Office applications (Word, Excel, and PowerPoint).

      • Proficiency in English & Urdu, both written and spoken.

    • Experience Requirements:

      • Minimum Ten (10) years (after acquiring stipulated qualification) of professional experience in procurement management of goods, works, non-consulting, and consulting services using international / national / sub-national or private sector rules / regulations.

      • Prior experience in the power sector will be accorded due weightage.

      • Hands-on experience in the use of procurement software.

      • Strong knowledge of public procurement regulatory, audit, and assurance procedures in a procurement role.

Terms & Conditions

  • The consulting services are to be procured on a purely contractual basis.

  • Selection will be made in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations of the World Bank for IPF Borrowers (February 2025).

  • Interested consultants must pay attention to paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations regarding conflict of interest policy.
