Ministry of Religious Affairs Jobs 2026 OTS Apply Online for Khuddam-ul-Hujjaj / Nazims for Hajj 2027

The Ministry of Religious Affairs and Interfaith Harmony (M/o RA & IH), Government of Pakistan, invites applications from regular Government Officers/Officials (BS-07 to BS-18) for selection as members of the Pakistan welfare staff contingent—Khuddam-ul-Hujjaj / Nazims—for Hajj 2027. Selected candidates will perform Hajj duties in Makkah and Madina, Kingdom of Saudi Arabia (KSA), assisting Pakistani Hujjaj with accommodation, transport, food, and other services. The selection will be conducted transparently through the Open Testing Service (OTS) based on the regional FPSC quota.

  • Khuddam-ul-Hujjaj / Nazims (Supervisory Positions - BS-17 to BS-18)

    • Total Posts: 100 Seats (Fresh + Repeater; subject to change)

    • Quota Breakdown: Merit 7.50%, ICT 01%, Punjab 49%, Sindh (Urban) 7.60%, Sindh (Rural) 11.40%, Khyber Pakhtunkhwa 11.50%, Baluchistan 06%, Ex-FATA 03%, AJK 02%, Gilgit-Baltistan 01%

    • Selection Ratio: 25% from uniform personnel of Federal/Provincial police departments (including Civil Defense, ASF, ANF, FIA, etc.), 15% from uniform personnel of Rescue-1122, and 60% from remaining Federal/Provincial departments.

    • Eligibility: Regular Federal, Provincial, GB, or AJK Government servants in BS-17 to BS-18. Age must be between 25 and 45 years for fresh candidates, or 25 to 50 years for repeaters on the closing date. Repeaters who have performed 3 or fewer previous Hajj duties as Pak-Based Moavin are eligible; those who have performed more than 3 duties are ineligible.

  • Khuddam-ul-Hujjaj / Nazims (Field / Support Staff - BS-07 to BS-16)

    • Total Posts: 680 Seats (Fresh + Repeater; subject to change)

    • Quota Breakdown: Category-wise distribution based on regional quotas (Merit, Punjab, Sindh, KPK, Baluchistan, FATA, AJK, GB) as detailed on the official portal.

    • Selection Ratio: 30% from uniform personnel of Federal/Provincial police departments (Civil Defense, ASF, ANF, FIA, etc.), 20% from uniform personnel of Rescue-1122, and 50% from remaining Federal/Provincial departments.

    • Eligibility: Regular Federal, Provincial, GB, or AJK Government servants in BS-07 to BS-16. Age criteria and repeater limits remain the same as above.

Terms & Conditions

  • Gender Quota: 3% of the overall quota across both Supervisory and Field Support Staff is reserved for female candidates.

  • Selection Criteria: Candidates will undergo an OTS written test followed by a Physical/Endurance test (5 km jogging/brisk walk within a specified time). A minimum score of 40% marks is required in the written test to qualify for the physical evaluation.

  • Fresh/Repeater Ratio: Under the Nazims scheme, selection will adhere to a strict ratio of 40% fresh candidates and 60% repeaters.

  • Medical Fitness & Disability Restriction: Due to the demanding nature of duties in KSA, candidates suffering from heart conditions, hypertension, diabetes, or other chronic/medical disabilities are ineligible. A medical fitness certificate from a concerned DHQ hospital is mandatory.

  • Single Category Restriction: Candidates can apply for only one welfare staff category (either Khuddam or Hajj Medical Mission). Applying for both will result in disqualification due to Saudi Masar System regulations.

  • No Family Accompaniment: Family members of selected staff are strictly prohibited from accompanying them or traveling to KSA for Hajj/Umrah during their duty period.

  • Departmental NOC: Applicants must obtain a Departmental No Objection Certificate (NOC) well in advance.

  • Passport Requirement: Shortlisted candidates must submit a scanned copy of a valid Machine Readable Passport (MRP) valid up to November 15, 2027, by September 15, 2026.

  • Mandatory Training & Visa: Final selection and Saudi visa issuance are contingent upon completing mandatory training modules conducted by MoRA&IH and KSA authorities.

  • TA/DA: No TA/DA will be admissible for tests, interviews, or training sessions.

How to Apply

  1. Visit the official OTS website at www.ots.org.pk to complete the online application process.

  2. Pay the prescribed application fee via 1-Bill Payment through your mobile banking application using the generated PSID.

  3. Upload scanned, attested copies of all required documents, including educational certificates, front/back CNIC, proof of regular service, latest pay slip, nomination proforma, medical fitness certificate, NOC, surety bond, candidate bio-data form, office card, and repeater undertaking.

  4. Ensure the application form is completed accurately online; hand-written or incomplete submissions will be rejected.

  5. Keep checking the OTS website regularly for roll number slips and test schedule updates.
