The Project Implementation Unit (PIU) of the Punjab Urban Land Systems Enhancement (PULSE) project, under the Punjab Land Records Authority (PLRA), Government of the Punjab, has issued a Request for Expression of Interest (REOI) for hiring an Individual Consultant. Financed through the World Bank (IDA Credit No. 7041-PK), this initiative supports large-scale digital transformation and spatial data infrastructure in Punjab.

1	Individual Consultant "PSDI Implementation Consultant"	• Education: Master's degree in Computer Science, Software Engineering, Geoinformatics, GIS, Geomatics, Information Technology, or a closely related discipline (a PhD in a relevant field carries additional weight). • Experience: Minimum 15 years of professional track record in geospatial information systems, Spatial Data Infrastructure (SDI), enterprise web GIS platforms, or large-scale digital transformation projects. • Technical Skills: Demonstrated experience in client-side technical supervision, software architecture validation, database modeling, and quality assurance for enterprise IT/GIS deployments. Strong understanding of OGC spatial web services (WMS, WFS, WMTS, CSW), ISO metadata standards (ISO 19115/19139), RESTful APIs, and spatial databases. • Preference: Prior experience with public sector organizations or multilateral donor-financed projects (such as World Bank or Asian Development Bank).

• Selection Method: The selection will be made in accordance with the Open Competitive Selection of Individual Consultants under the World Bank Procurement Regulations for IPF Borrowers (dated November 2020).

• Conflict of Interest: Attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" (dated July 2016, revised November 2017 and August 2018), setting forth the World Bank's policy on conflict of interest.
