The Sindh Mass Transit Authority (SMTA), Transport & Mass Transit Department, Government of Sindh, has issued a Request for Expression of Interest (EOI) for the selection of an Individual Consultant. Under the Karachi Mobility Project – Yellow Line Corridor (BRT) funded by World Bank financing (Loan/Credit No. IBRD-8995-PK), the authority intends to apply part of the proceeds to engage a qualified professional for the post of ITS Specialist.

This consultant position offers an opportunity to contribute to state-of-the-art urban transport, Intelligent Transportation Systems (ITS), and Bus Rapid Transit (BRT) infrastructure in Karachi.

• ITS Specialist (Individual Consultant)

  • No. of Posts: 01 Position (Reference No. PK-SMTA-561060-CS-INDV)

  • Qualification: Bachelor's degree in Electrical Engineering, Electronics Engineering, Telecommunication Engineering, Computer Engineering, Transport Engineering, Systems Engineering, Automotive Engineering, or a related field. Master's degree will be preferred.

  • Experience Requirements:

    • Minimum 8 to 10 years of relevant professional experience in ITS and BRT projects.

    • Hands-on experience in planning, implementation, coordination, and management of ITS systems.

    • Experience in operational centers and integration activities of BRT.

    • Familiarity with subsystems such as OCC, AVM, AFC, Passenger Information Systems (PIS), communication systems, and surveillance systems.

    • Demonstrated experience in coordination between consultants, sector stakeholders, and authorities.

    • Preference will be given to candidates with experience working on projects funded by international financial institutions (World Bank, ADB, etc.).

• Selection Method: Selection will be carried out in accordance with the World Bank's Procurement Regulations for Individual Consultant Selection.

• Conflict of Interest Rules: Attention of interested candidates is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations (July 2016, revised November 2017, August 2018, November 2020, and September 2023) regarding conflict of interest policies.
